Is it possible hand soldering the full board?

I am wondering if it is possible if is possible to hand soldering the entire board, particulary the adc converter MAX19516ETM+

Yes, it is possible. I have made a few boards by hand soldering. It takes some time to solder all components, but it can be done.
For ADC chip you need a hot air station. Put a very SMALL amount of solder paste on each pcb pad and align the IC pins with pcb pads before heating it. If you have never done it before, check some instruction videos on youtube (https://www.youtube.com/results?search_query=QFN+soldering).
When soldering FPGA, be carefull not to bend the pins and double check IC orientation before soldering.
Use a multimeter to check for any solder bridges between pins.
