Do you mind if I create a copy of the site in Russian?

With an indication of the original site.

I want to localize the site and the program into Russian

No problem, you can make a copy of the page as long as you keep a clear indication of the original site.

Regarding software localisation. The program is already enabled for localisation, you just have to create a Russian translation file.

Here is how you create it:
1. Install poedit from the following location:  https://poedit.net
2. Download software sources from: http://www.scopefun.com/download.
3. Make a copy of ./bin/translate/en.po and rename it to ru.po.
4. Open ru.po with poedit and change language to Russian.
5. Localize all strings.
6. Make a ru.mo file and rename it to oscilloscope.mo.
7. Save it under <program_install_path>/locale/ru/LC_MESSAGES/oscilloscope.mo
8. Start the program and choose russian languge. You will have to restart the program.
